UPIMAC is a nationally registered NGO that was contracted by DGF (Democratic Governance Facility) to implement the establishment of a Civic Education Resource Centre (CERC) in Uganda.

The Civic Education Resource Centre aims at:

  • Developing and disseminating civic education curriculum and materials
  • Encouraging the use of materials to ensure standardization and quality civic education
  • Instituting effective experience sharing among DGF civic education partners.

The Civic Education Resource Centre is supported by the Democratic Governance Facility (DGF), a mechanism established by the governments of Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the UK and the Delegation of the European Union in Uganda to support the efforts of Ugandan state and non-state partners to strengthen democratization, protect human rights, improve access to justice and enhance accountability in the country.

The project was approved in March 2013, became effective in May 2013 and will end by June 2015.

Main functions of the CERC are:

  • To coordinate the production of a comprehensive standardized civic education curriculum based on 12 thematic modules.
  • To establish a functional, accessible and interactive online platform for civic education resources.
  • To ensure a well equipped and stocked library at the centre, National Library of Uganda and selected upcountry libraries: Nakaseke, Arua, Masindi, Lira, Soroti, Moroto, Jinja, Masaka, Mbarara, Kabale and Kabarole
  • To disseminate the civic education curriculum and materials to DGF supported partners and other organizations.
  • To advocate for the mainstreaming of civic education in programs of key government ministries, departments and agencies.
  • To establish a functional network of DGF supported partners for exchange of experience and best practices.

Coordination and Management

The CERC operations are guided by 2 major committees:

Steering Committee:

There is a functional Resource Centre Steering Committee composed of state and non state actors to guide the development and approval of civic education materials.

The Steering Committee is composed of:

  7. Agency for Cooperation and Research in Development (ACORD)
  8. Kabarole Research Centre (KRC)
  9. Human Rights Network (HURINET)
  10. Masindi NGO Forum
  11. African Youth Development Link
  12. DENIVA
  13. UPIMAC
  14. Amuria District Development Agency (ADDA)
  15. National NGO Forum (UNNGOF)
  16. Community Development and Child Initiative (CODI)

Technical Working Committee

The Steering Committee is supported by the Technical Working Committee (TWC) which is charged with the responsibility of developing the Civic Education materials. The Committee receives and reviews civic education needs, and accordingly develops the modules, facilitators’ manuals, stickers, fliers and posters.

This consultative exercise of developing the curriculum is demand-driven and participatory. The civic education materials are tailored to the needs of civic education learning.

  7. National Curriculum Development Center (NCDC), Connie Kateeba, Josephine Lubwama and Patrick Ssembirige
  8. Uganda Law Society (ULS)

Civic Education Material Development

The TWC is supported by a team of experts from the National Curriculum Development Centre (NCDC) who are leading the drafting exercise to ensure that the materials meet both youth and adult learning needs and the Uganda Law Society (ULS) who ensures that the contents are factual and legally accurate based on the Constitution and other applicable laws.

The development of CE materials (modules) was undertaken in a phased approach and was completed in one year. The process of developing materials was informed by the results of a baseline survey on democracy, human rights and accountability conducted by DGF in May 2013, and on needs assessments of individual Civil Society Organisations (CSOs) in their areas of operation concluded in May / June 2013.

The materials developed under the theme of ‘’Civic Education For Effective Participation of Ugandan Citizens’’ include:

  • Civic Education Modules
  • Facilitators’ manuals
  • Posters, Flyers and Stickers

The posters, flyers and stickers were translated from English into the following 17 local languages:

  1. Luganda,
  2. Runyoro / Rutooro,
  3. Runyakore / Rukiga,
  4. Acholi,
  5. Lango,
  6. Madi,
  7. Kakwa,
  8. Lugwere,
  9. Sapiiny,
  10. Lumasaba,
  11. Ateso,
  12. Lugbara,
  13. Lufumbira
  14. Kiswahili,
  15. Lhukonzo,
  16. Akarimajong and
  17. Lusoga

Accessibility of Civic Education Materials

To increase access to civic education materials, the National Library of Uganda (NLU) in Kampala and selected 11 district public libraries are being utilized namely;

  1. Nakaseke Telecentre,
  2. Arua Public Library,
  3. Masindi Public Library,
  4. Lira Public Library,
  5. Soroti Public Library,
  6. Moroto, Public Library
  7. Jinja Public Library,
  8. Masaka Public Library,
  9. Mbarara Public Library,
  10. Kabale Public Library and
  11. Kabarole Public Library.

Other collaborative networks with state institutions that have regional libraries and documentation centres are being used as part of the main channel for dissemination of CE materials namely;

  1. Uganda Human Rights Commission (UHRC), 9 Regional Offices
  2. Inspectorate of Government (IGG), 14 Regional Offices
  3. Uganda National NGO Forum (UNNGOF), 32 District NGO Fora

Website development was undertaken and internet connections for the Resource Centre and the 11 public libraries established. These libraries were equipped each with one computer. The CERC website (www.cerc.ug.org) can easily be assessed to download the civic education materials that include Posters, Flyers, Stickers Modules and facilitators’ manuals. The website is providing an interactive online platform for civic education resources. The partner libraries have their website separately hosted on www.library.cerc-ug.org sub domain.

Achievements.

One Stakeholders' Meeting – to kick start the project.   

  1. Steering Committee Meetings – approving materials.
  2. Technical Working Committee Meetings – developing CE materials.
  3. Four sets of three Modules each produced together with their Facilitators Manual, Posters, Flyers and Stickers as part of the CE materials for each set of modules.

Regional Dissemination Meetings in Gulu, Mbale, Fort Portal and Kampala

These meetings were held and the outcome indicated that the materials are well received by the public and in high demand. This prompted the request to print a consolidated book containing all the modules. The printing was done and the distribution exercise is ongoing.
